RAMP – CONCEPT NOTE
The need for a “REED AWARENESS AND MOTIVATION PROGRAMME” (RAMP) arose from the collective experience gained with the CITIZENSHIP AWARENESS PROGRAMME (CAP), and was further refined by the BALANCED SCORE CARD evaluation process that JCCD adopted in 2010.
CAP is an interactive day-long programme delivered by trained facilitators on-site at corporate premises. This programme sought to create fundamental understanding of citizenship values. It set out to empower participants with the knowledge and awareness of government, democracy, the challenges of urban governance, and a citizens role in society. It prepared participants with perspectives and avenues for participating in change.
CAP puts the vision of a better quality of life within reach, and helps accelerate the time line for action, which citizens could embrace as agents to drive change.
CAP faced some significant challenges:
· A paucity of trained facilitators to conduct ‘live’ CAP sessions.
· Reluctance of corporate participants to commit 8 hours to the programme.
· CAP is Bangalore centric – thus the inability to roll-out Pan-India.
· A price-point that precluded wide dissemination.
These challenges inhibited the reach and spread of the CAP.
The RAMP program adopts a holistic approach with an aim to create a critical mass of citizens (5000-10000/city) who fully understand and subscribe to the strategic changes in urban governance systems, that are implicit to Janaagraha’s “Theory of Change” (REED framework).
This critical mass of REED Active citizens will function as catalysts for change, in turn spawning other adherents who will collectively expedite the necessary REED based governance reforms that are essential to transform the Quality of Life in our urban conglomerations.
RAMP will comprise of 6 distinct modules, for delivery via a “net plus roots” approach, comprising
On-line content, games, E-Learning modules, videos, live interactive sessions, etc.
By developing generic RAMP content through a net plus roots, lends itself to a Pan-India reach, it also offers greater adaptability and flexibility to participants to choose between a net or roots based approach and pace their progress through RAMP. RAMP also eliminates the heavy dependency on trained facilitators, and offers a lower price-point than was possible with CAP.
RAMP content will take citizens through the following stages of knowledge and understanding:
1. Where We Stand Today (M-1) – “When we learn about what we do not know” - this stage involves understanding the current federal systems of government, democracy, participation, the role of citizens, and down-stream changes wrought through the JNNURM. Much of this module will drawn from the CAP.
2. Envisioning a Better World (M-2) – The REED World Game - This module envisages a browser based game that superimposes the REED based government structures (ideal world) on the “Real” world scenario.
3. Understanding the process of Change (M-3) – While change in a democratic frame-work is slow, we need to understand the processes for getting there. This module involves understanding the process of change in the public domain. It show-cases several systemic changes that have occurred. It involves a study of the various tools and methods used by agents of change, and an understanding of the underlying principles that work.
4. Understanding REED (M-4) - This module involves an education and understanding of the Janaagraha’s Theory of Change (REED framework) and how the governance reforms as prescribed under REED can transform the Quality of Life in our urban conglomerations.
5. Short Term Victories (M-5) - This module will show-case real world victories possible in the short term to improve QOL, while we work towards long term sustainable solutions using REED. This module will be a ready reference for citizens to emulate some of the victories in the real world to alleviate some of the pain points in urban living. Pluck the low hanging fruit, while continuing to work towards effecting strategic changes.
6. Long Term Solutions (M-6) – This module will involve participants in “working towards creating the REED world” – influencing long term changes in urban governance through a REED based approach. Citizens will use the knowledge and understanding of RAMP to advocate, catalyze and expedite the urban governance system changes, necessary for a transformation in the Quality of Living for all in our cities and towns.
We anticipate the entire RAMP development process to span 6-9 months, during which period the RAMP development team would welcome the active involvement of citizen volunteers to beta-test the products as they evolve from the drawing board.
